The President Hugo Chávez believes June 11 2001 officially the Circles Bolivarianos and The first circles were sworn in December 17 2001 in an act in the avenue Bolívar.The Circles Bolivarianos, is organized groups, conformed by the town in a variable number that can oscillate among seven (07) to eleven (11) people, which meet to discuss the problems of its community and to channel them through the competent organism, to look for its prompt solution, being based on that consecrated in the National Constitution of the Republic Bolivariana of Venezuela.
The Circles Bolivarianos among other missions, they are also formed to disclose the dreams and ideals of the Liberator Simón Bolívar, as well as that of their teacher Simón Rodríguez and that of Ezequiel Zamora.
Fundamental tasks:
- To elevate the conscience social citizen.
- To reach a political and ideological solid formation for each one of their members.
- To stimulate the creativity and innovation in the individual and community life.
- To defend the Revolution bolivariana to maintain and to consolidate their values.
- To protect the legitimate interests of their community and to fight for the achievement of their most beautiful and higher aspirations.
- Liderizar and to impel the organization, the union and the social cohesion toward the democratic and protagonistic participation, the efficiency, effectiveness and productivity.
- The base of the action of the circles bolivarianos relies on the constitution of the Republic Bolivariana of Venezuela.
Requirements to conform a Circle Bolivariano:
The only requirement to conform a circle bolivariano is to share Bolívar's ideals. ( to be bolivariano). Without caring their sex, nationality, race, religion, color, civil state, profession or occupation.
A Circle Bolivariano will be conformed preferably by a group from seven (07) to eleven (11) people but, if its members prepare to be less than seven or more than eleven for the reasons that they believe, they will also be entitled to conform its circle since the conformation of the Circle Bolivariano it will be activated according to the mission that themselves is assigned.
The Circles Bolivarianos will be conformed by a first coordinator, a second coordinator and its followers that are the rest of the unit.
The Circles Bolivarianos will be able to be baptized with a name, elect in consent for its members. Ej. (Circle Bolivariano "Pedro Camejo") The Circles Bolivarianos, will be able to be integrated according to its mission, this way:
Circles Bolivarianos integrated by people that attack the problems of the different areas: health, security, education, transport, maintenance of the streets, urban toilet, abandoned childhood, set, justice, until covering all the problems that you/they suffer its community.
Once conformed the Circles Bolivarianos in the parishes, a coordinator of Circles will be named parochial Bolivarianos and a second coordinator of Circles parochial Bolivarianos. Also the coordinators of the Circles Bolivarianos will be named at municipal level and state level.
All these representatives will be chosen by the Circles Bolivarianos organized in plenary. The directing maximum of the Circles Bolivarianos will be the President of the Republic Bolivariana of Venezuela.
The headquarters at national and international level where the registrations will be taken in what concerns to the Circles Bolivarianos will be Palacio of Miraflores.
