Soon after the participatory new model and protagonist promoted by the Revolution Bolivarian, the Secretary of the Popular Power for the Communal Economy (MINEC) and President of the National Institute of Qualification and Socialist  Education (INCES), Lic. Pedro Fritz Morejón Carrillo, the Office of Civic (OAC) Attention is believed, which has for object, to promote the civic participation, to take of the citizens in an individual or collective way, directly or by means of its elected representatives, or through the organized community, its accusations, complaints, birdcalls, suggestions or petitions with the purpose of to process them and to give them an opportune answer.

1. To assist, to support and to advise the citizens that go to request information, to require documents or to interpose accusations, complaints, birdcalls, suggestions or petitions.

 

2. To inform to the citizenship the envelope the use of the resources that integrate the public patrimony of INCES.

 

3. To put to disposition of the citizenship the relative information to the organizational structure and work of INCES and of their attributed organs. And about the administrative procedures and services that lends.

 

4. To receive, to process, to value, to decide or to solve accusations, complaints, birdcalls, suggestions or petitions and to remit them to the dependence of the organization that concerns.

 

5. To take an automated registration of the accusations, complaints, birdcalls, suggestions or petitions.

 

6. To communicate the citizens the decision of the answers of the accusations, complaints, birdcalls, suggestions or petitions, formulated by them.

 

7. To promote the Civic participation to cooperate to the surveillance of the management of INCES.

 

8.To take the registration of the organized communities and of the public organizations not state to that makes mention the article 135 of the Organic Law of the Public Administration.

 

9. To form and to enable to the community in the aspects linked with the exercise from the right to the civic participation in the control of the public management by means of shops, forums or seminars, among other.

 

10. To assist the initiatives of the community linked with the exercise of the civic participation in the control of the public management.

 

11. The other competitions that are assigned by the laws.

1. The informer's identification.

2. The narration cinrcunstanciada of the acts, facts or omissions, presumably irregular.

3. The signalization of who have made it.

4. Occurrence date.

5. Entity or Dependence of INCES where it happened the fact.

6. The original documents that are contributed in the accusation.

 

When it is about accusations linked with the commission of acts, facts or omissions contrary to a legal disposition or sublegal, related with the administration handling or it guards of the funds or public goods different to INCES, OAC will remit them to the organ of fiscal competent control, so that it exercises the fiscal, pertinent actions.

 

Also, will inform to the authority to who corresponds to adopt the measures immediate tendentes to impede or to correct the denounced deficiencies or the production of damages to the public patrimony.

OAC of INCES will receive and it will process the accusation, preserving the informer's identity, as well as its home, profession, work place and any other fact that it can be good for its identification, without damage of the right that you attended the one denounced of conformity with the laws of the republic Bolivariana of Venezuela.
