CHAPTER II
OF THE COMPETITIONS
|
|
Competitions of the Organ rector
Article 7. The Ministry with competition as regards communal economy as organ rector of the National Institute of Qualification and Socialist Education has the following competitions:
-
To formulate the national politics of education and socialist formation for the inclusion socioproductive in coordination with the Ministries as regards education.

To approve the national plan of education and socialist formation for the inclusion socioproductive to be executed by the National Institute of Qualification and Socialist Education.
-
To dictate, by means of resolution, the technical norms on the education and socialist formation for the inclusion socioproductive, of obligatory execution.
-
To make pursuit, evaluation and control of the national politics, the national plan and the technical norms as regards the education and socialist formation for the inclusion socioproductive.

To order, to address, to articulate and to assure the execution of the competitions of the National Institute of Qualification and Socialist Education.

To approve the Internal Regulation of the National Institute of Qualification and Socialist Education.

To exercise the control of it guides that is derived of the execution of the administration and management of the National Institute of Qualification and Socialist Education.

To approve and to exercise the control on the politicians of personal of the National Institute of Qualification and Socialist Education, without damage of that settled down in the Law on the Statute of the Public Function.

To require of the National Institute of Qualification and Socialist Education the administrative and financial information of their management, without damage of the competitions of the National System of Fiscal Control.

To propose the regulations of the present Ordinance with Range, Value and Force of Law.

To settle down and to consolidate strategic national and international alliances for the exchange of technologies that assure the upgrade and improvement of the formation programs and qualification.

The other ones settled down in the law and for the National Executive.
Competitions of INCES
Article 8. The National Institute of Qualification and Socialist Education has the following competitions:
- To execute and to develop the national politics as regards education and socialist formation for the inclusion socioproductive.
- To present to consideration of the organ rector the proposal of national plan of education and socialist formation for the inclusion socioproductive.
- To present to consideration of the organ rector the proposals of technical norms on the socialist formation for the inclusion socioproductive, of obligatory execution.
- To present to consideration of the organ rector the proposal of their Internal Regulation.
- To execute the education programs, formation and integral qualification, guided to the inclusion socioproductive, in the mark of the Plan of Economic and Social Development of the Nation; the limits, plans and approved politicians of conformity with the National Executive's centralized planning; and of the politics and national plan of education and socialist formation for the inclusion socioproductive.
- To organize, to develop and to foment, under the principles of solidarity, corresponsabilidad and social responsibility, the education programs, formation and qualification, by means of the creation and maintenance of Centers of Socialist Formation and theoretical and practical programs inside the diverse initiatives socioproductives.
- To develop a curricular model that offers education programs, formation and flexible, integral and coherent qualification with the didactic principles of the learning.
- To participate actively in the actions directed to eradicate the illiteracy, jointly with the other organs, entities and programs of the State, as well as with the Communal Council and other organization forms and popular participation.
- Create and to maintain up-to-date the National Registration of Contributing.
- To collect and to investigate the tributes settled down in this Ordinance with Range, Value and Force of Law of conformity with that settled down in the tax effective legislation.
- To offer orientation to those and the participants as well as to those and the apprentices, to explore their aptitudes and interests in the selection of the study plans and to look after their healthy development during the learning phases.
- To settle down with the institutions with competition in educational matter, a recognition system to the study and that it allows to the graduate of the Institute to incorporate to educational diverse programs in the attainment of superior studies.
- To coordinate with the organs and entities of the State the inclusion of those and the participants as well as to those and the apprentices, in the activities socioproductivas, especially those directed to create associative forms and economic units of collective property that propendan to the construction of the socialist economy, in the production relationships, exchange and distribution of goods and services.
- To execute and to consolidate strategic national and international alliances for the exchange of technologies that assure the upgrade and improvement of the education programs, formation and qualification.
- To grant educational certifications.
- To establish a technological appropriate platform and directed to facilitate the development of their attributions.
- The other ones settled down in the law and for the National Executive.
Educational Certification
Article 9. To obtain the educational certification that grants the National Institute of Qualification and Socialist Education, those and the participants as well as to those and the apprentices will demonstrate the acquired abilities satisfactorily, well be by means of the approval of the formation activities and qualification developed through the diverse programs, or of the acquired competitions by means of the practice and labor experience. The sent certifications will be taken into account for the classifications and the workers' ascent and workers.
Programs National of Learning
Article 10.- The productive units, companies and establishments of private or collective property will have the obligation of to use and to teach, or to make teach a productive activity methodically to a number of apprentices that will be adolescent selected to such an effect.
The teaching of apprentices will orchestrate the formation programs and qualification for the productive activities that are approved by the Directive Council of the Institute.
The number of apprentices will be determined in the corresponding Regulation. The National Institute of Qualification and Socialist Education (INCES) will send the execution certificate with this program.
