Object
Article 1. The present Ordinance with Range, Value and Force of Law has for object to regulate the National Institute of Qualification and Socialist Education (INCES), as entity attributed to the Ministry of the Popular Power with competition as regards communal economy, which will be governed in its performances by the strategic, political limits and approved plans according to the National Executive's centralized planning.
The National Institute of Qualification and Socialist Education, will enjoy all the prerogatives, privileges and fiscal and tributary excuses of the Republic Bolivariana of Venezuela. The name of the Institute will be been able to abbreviate with the initials "INCES" to all the legal effects.
THE INCES
Article 2. The National Institute of Qualification and Socialist Education (INCES) has for object to formulate, to coordinate, to evaluate, to direct and to execute educational programs of formation and integral qualification, adapted to the demands of the pattern of development socioproductive socialist bolivarian.
Domicile
Article 3. The main home of the National Institute of Qualification and Socialist Education (INCES) will be the one that determines the organ rector and will be able to create dependences in the regions, states, municipalities and cities. The Directive Council, when it considers it convenient, will be able to sesionar in any place of the Republic.
Goal of the Institute
Article 4. The National Institute of Qualification and Socialist Education (INCES) has the following ends:

To cooperate to the development of a productive model been founded in the humanistic values of the cooperation and the preponderance of the collective values on the singular that it guarantees the satisfaction of the social necessities and materials of the town, the biggest sum of possible happiness and of political and social stability.
- To promote the inclusion socioproductive of all the people, especially of those in situation of extreme poverty and condition of special vulnerability or exclusion.

To consolidate an education system, formation and qualification that it contributes with the generation in associative new ways and economic units of collective property, inclining to the collective construction and cooperative of the socialist economy, in the production relationships, exchange and distribution of goods and services.

To contribute with the invigoration of the revolutionary ethics, recognizing to the work and the education like fundamental processes of the social development and of people, assisting to the principles of the ideario bolivarian, such as, honesty, voluntary work, social inclusion, solidarity, corresponsabilidad, transparency and the very common one.
Participants and apprentices
Article 5. They will be participant of the activities of the National Institute of Qualification and Socialist Education all the people, with special attention to those that don't possess professional instruction, adolescent, with educational special necessities, towns and indigenous communities, with exclusive and restrictive hardships of the freedom and other that require inclusion socioproductive.
They are considered apprentices to the effects of the present Ordinance with Range, Value and Force of Law, those and the adolescents between 14 and 17 years, according to their vocation and liberate election of the occupation of their preference and that they have not received previous formation in the occupation to develop, with a grade of in agreement instruction with the demands of the occupation in which will enable.

Article 6. The education programs, formation and qualification of the National Institute of Qualification and Socialist Education will be developed with high levels of quality, efficiency, effectiveness, flexibility and social, up-to-date relevancy and adapted to the realities of each community; framed in a perspective of integral, continuous, permanent education, education for adult, stops a lifetime and guided to satisfy the necessities of the State and the society to impel the endogenous development.
