It is an independent organism with legal personality and patrimony own, assigned to the Ministry of the Popular Power for the Communal Economy, created by Law the 22 of August of 1959 and regulated by Decree the 11 of March of 1960 under the denomination of National Institute of Qualification and Socialist Education (INCES). In 2003 in agreement with Decree published in the Official Newspaper Nº 37,809 of date 03 of November, the regulation of the Law of the INCES reforms, with the purpose of reorganizing it and of adapting it to the interests of the country and the process of industrial reconversion, process that frame its conception and vision later, within the scope of an open socialism and participation, promoting a change of ideals hoisted in its new denomination like National Institute of Qualification and Socialist Education.

Of Formation  and Investigation

  • To develop the formation system and integral in agreement qualification to the new model's of productive development demands and of social inclusion.
  • To enlarge the access opportunities and active permanency to the formative processes of the population's excluded sectors.
  • To articulate the formation programs, in order to understand the strategic projects of the state, the economic regional potentialities and the invigoration of the communal economy.
  • To design a program of vocational orientation, harmonizing the formative offers of the institution with the potentialities and the participants' interests.
  • To create mechanisms that facilitate the formation and permanent qualification, to the effects of maintaining up-to-date the knowledge acquired by each one of the participants of the formative process.
  • To incorporate to the plan of educational certification of the institution, the normative of mediating certification of knowledge the practice and labor experience.
  • To generate investigation lines for the innovation processes and of new technologies educational cónsonas with the pattern of productive development and of social inclusion.

Institutional
  • To increase the levels of effectiveness of the management in the assignment and use of the institutional resources.
  • To coordinate limits, actions and resources, through agreements interinstitucionales for the development of the formation and productive qualification.
  • To link the formation actions and integral qualification through curricular new designs adapted to the Strategic Plan of Economic and Social Development of the Nation.
  • To consolidate strategic national and international alliances for the exchange of knowledge, experiences and technologies that assure the upgrade and improvement of the education programs, formation and qualification.
  • To develop formation programs directed to the workers of the public sector, to the ends of strengthening their capacities, in the effective execution of the institutional objectives.
  • To develop formation programs, with technologies upgraded in occupations related with the processes of the main activity of "the or the employer" forced to PNA or services associated to the same one, under the strategy of learning development in the company.
  • To settle down with the competent institutions a recognition system to the study and acreditación that it allows to the egresados of Inc to incorporate to educational diverse programs in the attainment of superior studies.



Of Participation

  • To impel through the formative action the conformation of associative organizations of production, as social mechanism of participation in the pattern of economic development.
  • To develop programs of social attention directed to the execution of special projects, as regards qualification and technical attendance, in the mark of the Communal Economy.
  • To incorporate the consultation of the Communal Council in the detection of formation necessities and qualification, as input in the elaboration of the educational annual programming, in the different dependences that conform the Institution at national level.
  • To open discussion spaces in the mark of the principles and institutional values, with the different entities and actors that intervene in the formation process and qualification, to the ends of consolidating the transformation of the new institucionalidad.
Of Communication
  • To promote and to disclose the formative action and integral qualification through the traditional, alternative media and other tools comunicacionales.
  • To maintain permanent and continuous communication with the citizens and civic, organized communities to detect the formation necessities and qualification in the population's different sectors.
  • To diffuse the impact generated by the actions undertaken in the formation area and integral qualification.
  • To promote through international agreements a net of information and diffusion to the service of the formation process and qualification for the development of the Communal Economy.
