 The President Hugo Chávez believes June 11 2001 officially the Circles Bolivarianos and The first circles were sworn in December 17 2001 in an act in the avenue Bolívar.
The Circles Bolivarianos, is organized groups, conformed by the town in a variable number that can oscillate among seven (07) to eleven (11) people, which meet to discuss the problems of its community and to channel them through the competent organism, to look for its prompt solution, being based on that consecrated in the National Constitution of the Republic Bolivariana of Venezuela.

 The DAWN is the space of encounter of the towns and governments that understand that Caribbean Latin America conforms a Great Nation that should unite to face the challenges of the present jointly and of the future.
The DAWN then, is Simón's historical project Bolívar of unit of the Big Homeland, to guarantee to the town "the biggest sum of possible happiness, the biggest social security sum and the biggest sum of political" stability.
